STATE OF THE PROVINCE ADDRESS HIGHLIGHTS BOLD EASTERN CAPE DEVELOPMENT AGENDA

The Eastern Cape is charting a bold and hopeful path forward, with Premier Lubabalo Oscar Mabuyane outlining an ambitious programme of delivery, investment, and renewal during the 2026 State of the Province Address in Bhisho.

Education remains at the heart of the province s transformation agenda. The matric class of 2025 achieved a strong 84% pass rate in public schools, with the province ranking third nationally in bachelor passes. Premier Mabuyane reported that Early Childhood Development is being accelerated, with over 130,000 children enrolled and 800 qualified practitioners recruited to ensure a solid foundation for the next generation. Infrastructure upgrades are gaining momentum, with 25 new schools completed in 2025 and 57 more scheduled for completion this year. In a landmark move, pit toilets are being eradicated to ensure learner safety, dignity, and access to proper sanitation.

Healthcare in the Eastern Cape is also experiencing significant improvements. A R7.1 billion investment has contributed to a substantial reduction in maternal mortality, while early antenatal visits have exceeded targeted levels. More than 500 doctors and nearly 1,000 nurses were appointed in the past year, expanding access to essential healthcare services. Specialist care is being strengthened, with the opening of a new IVF clinic and expanded oncology facilities at the Nelson Mandela Academic Hospital, reducing the need for residents to travel elsewhere for critical treatment.

Economic growth is a central pillar of Premier Mabuyane s vision. While unemployment remains a challenge, the province is showing resilience. The trade and utilities sectors have recorded job gains, and over 103,000 public employment opportunities were created in 2025. Support for small businesses is expanding, with billions directed toward women, youth, and disability-owned enterprises. Investor confidence is strong, with R2.5 billion in investment attracted in the first three quarters of 2025 alone. Major projects in automotive manufacturing, renewable energy, and agro processing are advancing, including wind energy projects worth R18.8 billion that cement the Eastern Cape s role as a hub for green energy.

Tourism is also rebounding, drawing 2.2 million visitors in the last quarter of 2025 and generating R6 billion in spending, the highest in the country. From roads and bridges to water, housing, and digital infrastructure, the province is laying the groundwork for inclusive and sustainable growth. Improved audit outcomes across departments and municipalities are further strengthening governance and accountability.

Premier Mabuyane s 2026 vision positions the Eastern Cape as resilient, reforming, and rising. With a focus on education, healthcare, economic growth, and infrastructure, the province is determined to unlock its full potential and deliver lasting change for its people.
